YouTube Monetization Requirements in 2026 and How to Reach Them Faster
To join the YouTube Partner Program with ad revenue in 2026, an Indian channel needs 1,000 subscribers and either 4,000 public watch hours in the last 12 months or 10 million public Shorts views in the last 90 days. There is also a lower tier at 500 subscribers, 3 public uploads in 90 days and either 3,000 watch hours or 3 million Shorts views, which opens fan funding but not ads. You also need 2-Step Verification, no active Community Guidelines strikes, and a linked AdSense account.
YouTube changes these rules every few years, so treat the numbers here as correct as of September 2026 and double-check the YouTube Help Centre page "YouTube Partner Program overview & eligibility" before planning around them.
The two tiers, side by side
India is one of the countries where both tiers are available.
| Lower tier (fan funding) | Full tier (ad revenue) | |
|---|---|---|
| Subscribers | 500 | 1,000 |
| Recent uploads | 3 public uploads in last 90 days | Not a separate requirement |
| Long-form route | 3,000 public watch hours in 12 months | 4,000 public watch hours in 12 months |
| Shorts route | 3 million public Shorts views in 90 days | 10 million public Shorts views in 90 days |
| What you get | Channel memberships, Super Chat, Super Stickers, Super Thanks, Shopping features | Everything in the lower tier plus a share of ad revenue from long videos and Shorts |
If you join at the lower tier, YouTube will move you to ad revenue sharing when you cross the higher thresholds, as long as you accept the relevant terms (called modules) in the Earn section of YouTube Studio.
What counts and what doesn't
This is where people lose weeks. YouTube only counts public activity.
Does not count towards watch hours:
- Private, unlisted or deleted videos
- Watch time from Shorts in the Shorts feed
- Views from ads (paid promotion of your own video)
- Unlisted live streams
Does not count towards Shorts views:
- Private, unlisted or deleted Shorts
- Views that did not come from the Shorts feed
Two practical warnings follow from that. First, never delete old videos in bulk to "clean up" the channel while you are chasing 4,000 hours. Their hours vanish with them. Second, running ads on your own video can grow subscribers, but those paid views don't add to the watch-hour count.
The other requirements (easy to forget)
- 2-Step Verification on the Google account that owns the channel.
- No active Community Guidelines strikes. A strike typically expires after 90 days, so you may have to wait it out.
- Advanced features turned on (usually a phone verification in Studio settings).
- One active AdSense account linked to the channel. If you already have AdSense for a website, you use that same account. Don't create a second one.
- Follow the monetisation policies, which include the advertiser-friendly guidelines, reused content and inauthentic content rules.
Checking your progress
In YouTube Studio, open Earn from the left menu. It shows a progress bar for subscribers, watch hours and Shorts views, and lets you ask to be notified when you are eligible. The numbers on this page are the ones YouTube uses, so trust it over third-party tools.
Why channels get rejected after reaching the numbers
Hitting the thresholds only gets you a review. A person at YouTube (plus automated checks) looks at your channel's main theme, most-watched videos, newest videos and how you describe the channel.
The two big reasons for rejection:
- Reused content. Movie scenes, cricket highlights, TV clips, other creators' videos or compilations, without meaningful commentary or changes.
- Inauthentic content. In July 2025 YouTube renamed its repetitious content policy to "inauthentic content". It targets mass-produced, templated videos with little variation, such as slideshows with robotic narration churned out daily.
If you are rejected, YouTube usually tells you which policy. You can appeal within 21 days if you think the decision is wrong. Otherwise, after a first rejection you can reapply after 30 days, and after later rejections the wait is 90 days. Use that time to remove or fix the videos that caused it. Reapplying with the same content is a waste of a month.
How to reach the numbers faster
There is no hack that gets 4,000 hours in a week without breaking rules. Buying watch hours or subscribers from "monetisation packages" sold on Instagram or Telegram is a good way to get the channel terminated. But there are honest ways to get there sooner.
1. Make videos that are worth watching for longer
Four thousand hours is 240,000 minutes. Ten-minute videos watched for an average of 4 minutes need 60,000 views. Twenty-minute videos watched for 8 minutes need 30,000. Longer videos help, but only if people actually stay. A padded 20-minute video that loses everyone at minute 3 is worse than a tight 8-minute one.
2. Target search, not only trends
Trending topics spike and die. Search topics keep adding watch hours month after month. Look for questions your audience types into YouTube: "how to", "kaise kare", "best under ₹X", "for beginners". Type the start of a phrase in YouTube search and note the suggestions.
3. Build playlists and series
A viewer who watches three videos in a row gives you three times the watch time. Group videos into playlists with clear names. End each video with an end screen pointing to the next one in the series rather than only a subscribe button.
4. Use Shorts to feed long videos
Cut Shorts from your long videos and link each one to its source with the related video option. Shorts views won't count for watch hours, but a Short can send viewers to the long video that does. See our breakdown of Shorts vs long videos for new channels.
5. Try live streams
Public live streams that stay on your channel count towards watch hours, and a one-hour stream with a loyal audience can add up. Q&As, study sessions, cooking live, gaming. It works best once you have a few hundred engaged subscribers.
6. Fix packaging on videos YouTube already shows
In Studio's Analytics > Content, find videos with lots of impressions but low click-through rate. A better thumbnail on an old video is often the cheapest watch-hour gain available. Our guide on improving YouTube click-through rate walks through it.
7. Upload on a steady schedule
One solid video a week for six months beats a burst of twenty videos followed by silence. The lower tier also needs 3 public uploads in the last 90 days, so a channel that has gone quiet won't qualify even with the hours.
A realistic plan
| Phase | Focus | What to track in Studio |
|---|---|---|
| Months 1 to 2 | Find 2 or 3 topics that get any traction. One long video a week, Shorts cut from each. | Which videos get impressions at all |
| Months 3 to 4 | Double down on the topics that worked. Build playlists. | Average view duration, returning viewers |
| Months 5 to 6 | Refresh thumbnails on old videos, try a live stream, add a second weekly upload if you can. | Watch hours per month, Earn page progress |
This is an example schedule, not a promise. Some channels qualify in three months, many take a year or more, and plenty never get there because they stop uploading. The niche, the quality and your consistency decide it.
After you are accepted
- Set up tax information in AdSense. Google asks non-US creators for US tax details because earnings from US viewers may have tax withheld. Without the form, the default withholding can be higher.
- Payments reach India by bank transfer once your balance crosses the AdSense payment threshold. Speak to a chartered accountant about income tax and whether GST applies to your situation.
- Turn on ads for each video, and pick ad formats in the monetisation tab of the video's details.
- Keep following the policies. Monetisation can be removed later if the channel changes direction into reused or mass-produced content.
The short version
For ad revenue you need 1,000 subscribers plus 4,000 public watch hours in 12 months, or 10 million Shorts views in 90 days, along with 2-Step Verification, no strikes and an AdSense account. At 500 subscribers you can get fan funding. Get there faster by making search-friendly long videos people finish, grouping them into playlists, feeding them with Shorts and refreshing weak thumbnails. Avoid reused and templated content, because hitting the numbers means nothing if the review fails.

Questions people ask
How many subscribers do I need to earn from YouTube ads in India?
You need 1,000 subscribers plus either 4,000 public watch hours in the last 12 months or 10 million public Shorts views in the last 90 days to get a share of ad revenue. At 500 subscribers you can join a lower tier with fan-funding features, but not ad revenue. These numbers can change, so check YouTube's Help Centre before you plan around them.
Do live stream hours count towards the 4,000 watch hours?
Public live streams that are saved as public videos on your channel count. Unlisted or private streams, and streams that were deleted, do not. Watch time from Shorts in the Shorts feed also does not count.
How long does YouTube take to review a monetisation application?
YouTube says reviews usually take about a month, though it can take longer when there is a backlog. Keep uploading normally while you wait, because reviewers look at your recent content.
Why was my channel rejected for monetisation even after reaching 4,000 hours?
The most common reasons are reused content (clips from films, TV or other creators without real added value) and inauthentic content (mass-produced, templated videos). After a first rejection you can reapply after 30 days (90 days for later rejections), once you have fixed or removed the problem videos.
